What I get out of reading this article is that it's pretty much a sword with some dimensional travelling powers, correct? If so, you can have the sword part as a moderate ability (including the summoning and banishing) and the dimensional world travel stuff may not be applicable to the setting. Unless it is, somehow, at which point you'll have to explain what you want out of it to me and it would count as a separate moderate power.
